Geoprocessamento: as influências espaciais na eja

Artigo escrito para o XXVI Congresso Brasileiro de Cartografia que apresenta a aplicação de uma metodologia de apoio a estudos ambientais urbanos, com a identificação e mapeamento das áreas de influência de pontos ou ocorrências espaciais de fenômenos, utilizando para isso as técnicas de Analise de Multicritérios e Polígono de Voronoi. Tem como foco a ampliação de base de dados para tomadas de decisão em relação as estratégias de alocação e ampliação de pólos do Projeto Experimental de EJA (Educação de Jovens e Adultos) em Divinópolis - MG. Descreve os processos de tratamento de dados para se compor planos de informação que tornam possível a pesquisa em análises urbanas e a realização de análises dos possíveis cenários de ampliação e alocação de pólos.

Parametric modeling of thw urban landscape as a tool to support decision making: case study from divinópolis, brasil.

Currently the Union pressing the federal entities to assume a greater role in urban planning and through legislation has taken unprecedented tools, such as the requirement of master plans and laws that reinforce the concept of urban property has a social role. Allied to this moment is the emergence of popular movements that increasingly are present in decisions about the direction of the cities. In this context, in Divinópolis, state of the municipality of Minas Gerais, Brazil, the city held public hearings to discuss the new master plan and this work then felt the need to think of a tool to facilitate the understanding of the discussed urban parameters in the meetings.

Parametric modeling as a support for the 3d multipurpose cadastre in the brazilian urban context.

We live in a moment when technology e knowledge point out the direction towards a participative and wise urban planning, and the control of the urban landscape and its quality increasingly gets more importance in the political scenery. As Brazil still experiences a moment of intense discussion about its process of transition from 2D to 3D cadastre, the development and application of methodology approaches can greatly contribute for this discussion. In this sense, this article presents conceptual discussions about the current moment in the country when the volumetric aspect is the keynote for real estate investment and territorial transformations. It also brings two case studies from Brazilian cities presenting different parametric modeling approaches for the support in the decision making process and the maintenance of the databases that supply the 3D cadastre. The first case study is located in the capital of the state of Minas Gerais, Belo Horizonte, while the second one is in Divinópolis, a middle city located in the middle west portion of the state. Although the two case studies present different realities, both of them enable further discussions about the necessary data for a 3D cadastre either originally from expeditious surveying or high technology sources, as a basis for the production of urban spaces and their management. The main goal is to explore the multipurpose aspect of a 3D cadastre, which can even be a source for the supply of a database for urban modeling, management and planning, generating a cyclical movement of production and application of data and information. The study ends explaining the current context for implantation of a 3D multipurpose cadastre in Brazil and the obstacles for this process.

When the parametric modeling reveals a collapse in the future urban landscape: The case of Divinópolis – Minas Gerais/Brazil.

This article discusses issues related to the urban environment and landscape planning in the county of Divinópolis, Minas Gerais, Brazil, focusing on the central area of the city. The main proposed approach the theme is the study of the mechanisms of the master Plans as generators and catalysts of landscape transformations, in order to carry out simulations that allow an insight into the future trends and analyze the feasible developed landscapes in a critical manner according to the current legislation (Villaça, 1999).The City Hall of Divinópolis, in partnership with FUNEDI - Foundation of Education in Divinópolis (2013), made the diagnosis for the elaboration of the local Master Plan, which demonstrates the relevance of geoprocessing tools to urban planning processes, and also foments civic discussions regarding the common decisions. The justification of this article relates to a law in Brazil (City Statute, 2001), where the Federal Government pressured the states and municipalities to take a leading role towards control and management of urban and regional planning processes. Based on this, the City Council of Divinópolis approved the new Participative Master Plan and established new tools for urban planning, in 2014.The main purpose of this article is to analyze the effects of zoning and urban parameters in the composition of the urban landscape in the central area of Divinópolis through three-dimensional scenarios designed with geoinformation technology. The main issue is that the parameters and zonings are approved without a visualization support before the final decision, as absolute and morphometric values, without simulating the future of the landscape, which would be an important step in the process of decision making.
